War Machine

The way wars function in game.

Attackers spend national power, items, or citizens to generate attack.

Defenders spend national power, items, or citizens to generate defense.

The difference between the attacker’s attack and the defender’s defense is the amount of damage done.

If damage is positive, it is subtracted from the defender’s national power. Otherwise it is added to (negative quantity) the attacker’s national power.

Nations can only attack neighboring nations.

For purposes of war, nations can accept help (national power, items, citizens) from neighboring nations.
